Shrink animated GIFs before posting them to Discord

Animated GIFs can grow quickly when they contain many frames or large photographic areas. The Discord preset starts with a smaller canvas and 128-color palette, while leaving the controls visible.

Use frame sampling only when necessary; it has a larger effect on motion smoothness than palette reduction, so Batch Img Tools treats it as a later compression lever when a hard size target is set.
