Why Is My Image File Too Small After Compression?
Compression is usually about making files smaller, but some forms reject a file that falls below their minimum size. That changes the job from “compress more” to “fit inside a range.”

A requirement such as 10–20 KB means the output must satisfy both boundaries. A 7 KB file can be just as invalid as a 25 KB file.
Why JPEG is useful for a minimum size
JPEG can be padded with harmless trailing bytes after encoding, allowing the file to meet a minimum byte threshold without changing the visible pixels. Batch Img Tools uses this only when a minimum KB value is requested.
Do not confuse KB with pixel dimensions
A portal may validate file size, width, height and format independently. Match every rule shown by the receiving form.
