How to Resize an Image to Exact Pixels and a KB Limit

An upload form can require both exact dimensions and a maximum file size. Fixing only one of those constraints can still leave the image rejected.

Set the geometry first

Resize or crop to the required width and height before chasing the file-size limit. The pixel canvas determines shape and resolution.

Then enforce the KB ceiling
