How to Make a 600×600 JPG Under 240 KB
A combined upload rule is easiest to satisfy when you lock geometry first, encode the requested format second, and optimize file size last.

Crop or pad to the required square canvas before final compression. A later resize changes the encoded file size again.
Then encode JPEG
If the destination requires JPEG, convert before measuring the final KB result. PNG and WebP behave differently at the same dimensions.
